With the release of Windows 3.0 being the company's major success on computers, Microsoft began to toy around with a project that was codenamed Marus. After some employees showed it to company executives, the project was given the green light for release.

Pre-alpha versions of the system would eventually be available using the Madden Developer Channel beginning in September 1990 to November 1991. The final name would be given out by April 1992 and Alpha variants popped up beginning in August 1992 and finishing in April 1993.

By the time Alpha 3 was beginning to expire, Beta 0 was released to devs on April 15th, followed by Beta 1 build on September 16th. Beta 2 would soon be released to developers in January 1995, with Beta 3 arriving on February 13th that same year. This was followed by the final beta release in April 1995.

Release candidates 1 and 2 were eventually released during mid-1995. Windows 4.0 would then be released on the same day as Windows 95, which was soon seen and called Windows 4.0: 9x Edition. The plus pack of Windows 4.0 was released the same month as Windows 4.0: 9x edition which was later followed by MME 2.0 in October.

The Professional and Server editions came out later in November, followed by 4.1, codenamed Armagh, and Workgroups 4.1, codenamed Strasburg. Windows for Workgroups 4.1 was later succeeded by Windows for Workgroups 4.11 in December 1995, which was codenamed Seymour.

In January 1996, Windows 4.0 received its first service pack release, which was followed by 4.2, which was designed for the US & Chinese markets, and codenamed Tennga. Windows 4.3, codenamed Cajon, came out in May 1996, but got recalled in August 1996 due to a critical security flaw. The re-release variant arrived on the market in September 1997. In July, Windows 4.0 got its second service pack, with Windows 4.4, codenamed Cayce, being released in August 1997.

From April to July 1998, the Windows 4.5x line of systems were released. The 2 versions were 4.5 and 4.51. This series was succeeded by Windows 4.6, codenamed Quintinshill, in November 1998.

In February 1999, Windows 4.7, codenamed Ceres, was released. In September, Windows 4.0 received its third service pack and, in December, Windows 4.8, codenamed Moon Summit, was released.

Windows 4.9, codenamed Weyauwega, was released in August of 2000 and was the last Windows 4 branded system to be based on MS DOS and from Service Pack 4 onwards, all Windows 4 systems were based on the much more stable Windows NT code.
